Paradise Dam Improvement Project — Burnett River sub-scheme out-of-allocation event

Paradise Dam’s storage level needs to be lowered to allow for safe and efficient work on the dam, for both the Paradise Dam Improvement Project (PDIP), and required outlet works.

Multiple release periods will be required in the lead up to and during the PDIP works.

Outlet works have been scheduled to avoid the typical wet season period and downstream storages, Ned Churchward Weir and Ben Anderson Barrage will be managed to maximise capturing released water, where possible.

When storage level management is required and the volume released from Paradise Dam is greater than the volume that can be stored in the two downstream storages, an out-of-allocation (OOA) event will be triggered, and water made available to Burnett River sub-scheme customers at no cost for a period defined by Sunwater.

The rate of release will vary depending on constraints including storage levels in the sub-scheme, inflows and work schedules.

Sunwater will notify customers of each OOA event. If taking water as part of an OOA event, customers are required to submit the below form twice:

  1. prior to taking water
  2. at the end of an event to signal the restart of the allocation water period.

This process is similar to the one used in 2019 and 2020 for storage management during the Paradise Dam Essential Works but has been streamlined and automated as it will be in place across the life of PDIP.

How to access out of allocation water

Burnett River sub-scheme customers who wish to access OOA water from a meter on the Burnett River will need a permit from DRDMW.

Sunwater customers on the Don Beattie (Isis) or Woongarra channel will not require a permit.

Water permits are managed by DRDMW. Water permits can be applied for by completing the DRDMW ‘Application for permit to take water (W2F007)’ form. A guide to completing the application is available here.

DRDMW will begin issuing permits from late-March 2023. Issued permits will be valid until 30 June 2025.

In the quarterly billing period following an OOA event, Sunwater will calculate the volume used by each customer during the event/s and no Part B charges (volumetric tariff charged per ML to cover water delivery services) will be applied for the volume taken. Access to this water during an event does not impact on customers’ existing allocation balance.

Customers who divert water during an OOA event but do not have a permit and / or have not submitted the below form will have the usage debited against their existing allocation, for which normal Part A (fixed tariff) and B charges apply.

Authorised principal and account holders with Sunwater customer accounts are required to submit the below form with offtake details and meter read photos twice:

  1. prior to taking water
  2. at the end of an event to signal the restart of the allocation water period.

This process will ensure Sunwater can accurately account for OOA water taken and not charge customers.

Sunwater will notify customers when an OOA event will begin and again when it is expected to end. Offtake details and meter read photos should be submitted from the day the events begins or when customers intend to take water once an event has started.

Meter reads submitted through Sunwater Online or the Sunwater Customer App will not meet the requirements of the OOA.

The form allows for up to five offtake numbers and meter read photos. Multiple forms can be submitted by a customer. Alternatively, customers can provide the required information including meter read photos and offtake details via email to customersupport@sunwater.com.au. An out of allocation event will be triggered when Sunwater is managing the storage level of Paradise Dam to be below the current crest level for project works and when water can no longer be stored in the following downstream storages on the Burnett River. Customers can track the level in these storages at the following links:

Start: to be confirmed – the Paradise Dam storage level is not currently being managed for project works
Start meter reads due: from the day the event begins or when a customer intends to take water once an event starts
