Chair
Scott Spencer
BEc (Hons)
As former Director General of the Department of Natural Resources and Water, Scott brings to SunWater more than 32 years experience within the resources sector and extensive knowledge of water resource management, economic policy reforms and infrastructure development in Queensland.
Scott has helped shape Queensland’s water and vegetation reform over the past 13 years. While Director General he led the management of the state’s land, water, vegetation, native title, cultural heritage and science and spatial information. He also played an integral role in Queensland’s first comprehensive drought policy in 1990/91 which led to the state’s involvement in the National Drought Policy.
Scott continues his involvement in the development of positive change for Queensland through his ongoing or past appointments with other high level boards, authorities and committees including Acting Director of Economic Policy with the Office of the Cabinet, Commissioner of the Murray Darling Basin Commission and Chair of the Natural Resources Policy and Programs Committee of Standing Committee. Scott is also a Government Member on most Queensland statutory agricultural marketing boards, Chair of the National Vertebrate Pest Committee, and currently as Council Member of the CSIRO Water for a Healthy Country.

Jane Bertelsen (Deputy Chair)
BSc, MSBA
Jane is an experienced public sector manager. For over a decade she was Manager of Intergovernmental Relations in the Brisbane City Council and Secretary of the South East Queensland Organisation of Councils, which focused on the strategic goals of the region. She holds a Bachelor of Science and a Master of Science in Business Administration from Boston University, and is a graduate of the National Institute of Dramatic Art.
Jane gained extensive experience in project analysis, policy development and economic research while working in Rome for the United Nation’s Food and Agriculture Organisation (FAO) and World Food Council (WFC). She has participated in international United Nations missions and conferences in Africa, Asia and Europe.

Tom Connor AO
BE(Civil), MEngSc, PhD, HonFellowIEAust, MASCE, FTSE, CPEng(Civil), RPEQ
Tom is the Director Engineering and Technology of the Government and Infrastructure Division of Kellogg Brown and Root Pty Ltd, a global engineering and construction firm. He has over 25 years experience in engineering and project management in the water sector in Australia and internationally.
Tom is Chair of the Queensland Sustainable Energy Advisory Council and is on the Board of the Australian Green Development Forum. He is a past National President of the Institution of Engineers Australia and past Chair of the Australian Council of Building Design Professions.

Kirstin Ferguson
BA (Hon), LLB (Hon), AFAIM, MAICD
Kirstin is the Chief Executive Officer of Sentis, a global safety organisation providing cognitive based safety training programs, primarily to the utilities, mining and resources industry. In this role, Kirstin is responsible for all financial, strategic, business development, operational and associated functions of the global offices of Sentis which are located in Australia and the United States and which service clients across Africa, Australia and the Asia Pacific, Canada, North and South America.
Kirstin was previously the COO & Director of Corporate Services at the national law firm, Deacons, and has worked in London with the law firm Ashurst Morris Crisp and also spent the early part of her career as an Officer in the RAAF.
Kirstin was named Brisbane Young Manager of the Year (2005) by the Australian Institute of Management. She has also been awarded a Churchill Fellowship (2003) and received the Air Force Prize from the Australian Defence Force Academy (1993).

John Gibson
BCom, MBA(Melb), FCPA, FAIM
John is an experienced company director who has been involved in a wide range of Australian agribusiness. In horticulture, he has been Deputy Chairman, Australian Horticultural Corporation; Chairman, Queensland Horticulture Institute; Member, Queensland Horticulture Industry Development Council; and Chairman, Queensland Market Corporation.
He is also a member of the Biosecurity Advisory Council of Queensland and Chairman of Newlife Care Inc. Other previous positions include Managing Director, Australian Dairy Corporation; Managing Director, Austdairy Ltd; Director, Thai Dairy Industry Co Ltd; and Deputy Secretary, Commonwealth Department of Primary Industries.

Greg Moynihan
BCom, GradDipSIA, MASA, FellowFINSIA, MAICD
While spending most of his career within the broad finance sector, Greg has enjoyed prime management roles in a wide range of disciplines. These include responsibilities for financial and capital management, investment management, corporate strategy and marketing, as well as having primary P&L accountability for business operations covering general insurance, business banking, retail banking and wealth management.
Greg has held senior management and executive positions in Citibank Australia, Metway Bank and Suncorp Metway. Since 2003 he has pursued a number of business interests, primarily in the investment management and private equity sectors, as well as having significant involvement with clubs and charitable organisations.
Greg has held directorships with Cashcard Australia Ltd, LJ Hooker Ltd, RACQ Insurance Ltd, Hedge Funds of Australia Ltd (Chair), Suncorp Metway Ltd (various subsidiaries), and First Base Pooled Development Fund. He is currently Chair of Calbridge Ltd (Investment Management), Chair of GRG Residential Pty Ltd and director of private investment companies.

Neil John Turner
Neil is a former Speaker of the Legislative Assembly (Queensland) and the former Minister for Transport and Primary Industries. Prior to his Parliamentary roles Neil was a primary producer, Shire Councillor and member of UGA.
Neil is currently retired. Neil is a Justice of the Peace and a holder of the Centenary of Federation Medal.
