Nathan Dam and Pipelines Project EIS

The EIS for the Nathan Dam and Pipelines Project was released for public and government agency review from 23 April 2012 to 5 June 2012, with a total of 58 formal submissions received.

Following this period, the Coordinator-General reviewed the EIS in detail and considered all properly made submissions. Issues that were identified as requiring further assessment have been addressed in additional information to the EIS (AEIS). The AEIS was released for public comment on 8 October 2016, with comments closing on 7 November 2016.

On 31 May 2017, the Queensland Coordinator-General released the evaluation report on the EIS and the AEIS to the Commonwealth under the bilateral agreement, recommending that the project proceed subject to conditions and in accordance with recommendations made in the report.

The Commonwealth Minister for the Environment and Energy will review the Coordinator-General’s evaluation report and other materials under the EPBC Act and make a decision on the project.

The EIS documents will provide the basis for statutory approvals required for the project to proceed to construction.

Why an EIS?

An Environmental Impact Statement (EIS) is a report that assesses the feasibility of a project by conducting thorough technical studies of potential environmental, social and economic impacts, and proposes feasible ways to manage them.

The Queensland Government has declared the Nathan Dam and Pipelines Project as a ‘significant project’ under the State Development and Public Works Organisation Act 1971, meaning an EIS is required.

The Commonwealth Minister for the Department of Environment, Water, Heritage and the Arts (now the Minister for the Environment and Energy), has declared the project a ‘controlled action’, requiring assessment under the Environmental Protection and Biodiversity Conservation Act 1999 (EPBC Act) with respect to:

  • world heritage properties;
  • national heritage places;
  • wetlands of international importance;
  • listed threatened species and communities;
  • listed migratory species; and
  • Commonwealth marine areas.

This means the EIS is being assessed under a bilateral agreement between the Commonwealth and State governments.

Supplementary EIS

A supplementary EIS has been prepared to respond to the submissions on the original EIS and update the Project’s potential impacts, benefits and proposed mitigation actions.

EIS Terms of Reference (ToR)

The Queensland Coordinator-General released Terms of Reference (ToR) for the Nathan Dam and Pipelines Project EIS on 13 February 2009. The ToR outlines all matters that need to be addressed in the EIS.

The Project EIS has been prepared in accordance with the ToR.

Community Liaison Group

The Nathan Dam and Pipelines Community Liaison Group (CLG) was established as part of SunWater’s comprehensive stakeholder and public consultation program to further support the EIS phase of the project. The CLG acted as a forum for the identification and discussion of issues associated with the EIS and facilitates feedback to SunWater on matters related to the EIS.

Membership included key interest groups in the local area including business, environmental, community, customer and local government representatives as well as other special interest groups as required.

The CLG was active during the EIS phase of the Project. CLG meetings were held at EIS milestones and although they are closed to the general public, the minutes from the meetings are available below:
